The usual Windows practice of rebooting didn't seem to fix it, nor did reinstalling the driver. This has been working well for me for a little while, but after a time and under some unknown conditions, the USB Blaster is suddenly not recognised by the Quartus Prime software any more, despite showing up healthy in the Windows Device Manager. The FPGA we've been using for this particular project is an Altera Intel MAX10 device, and we program it using a device called a USB Blaster. As part of my day job, I'm lucky enough to get to play around with all sorts of technology, and lately I've been involved in a project where we've had to use an FPGA for (things).
